[VOA] Kenya's Independent Policing Oversight Authority (IPOA) says police abuse of civilians is getting worse and includes extrajudicial killings and enforced disappearances. The IPOA issued a report Wednesday documenting over 3,000 cases of abuse by Kenyan police, mostly in poor slum areas.
