    [Monitor] On Tuesday, Daily Monitor ran a pithy front-page headline: 'Museveni masks lockdown.' It was a most thoughtful and cryptic capture of what had happened in the Monday evening presidential address about new measures for a gradual lifting of weeks of lockdown.
